Carles Puigdemont, in Brussels, during the meeting of the Assemblea Fundacional de Representants del Consell per la República
Carles Puigdemont proposes to achieve the independence of Catalonia through the “democratic overflow” of the Spanish State if the independence forces manage to exceed 50% of the votes in the February 14 elections.

The former president has presented this Saturday a strategic plan to unfreeze the independence unilaterally proclaimed in 2017 in the act of constitution of the Foundational Assemblea de Representants del Consell per la República, held simultaneously in Brussels and Barcelona. A lackluster act because ERC has not attended because it considers it “partisan”, while the CUP has only intervened as an observer, without being part of this new body.
“Defeating the mighty Spanish state”
In his speech from Brussels, Puigdemont has unveiled a document entitled Prepare ourselves, a guide to make effective the unilateral declaration of independence (DUI) of October 27, 2017, “defeating the powerful Spanish state through democratic overflow.”
An “overflow” that, according to Puigdemont, should begin “at the polls” on February 14 with an absolute majority of the independence movement, not only in seats but also in votes.
The escaped has been unanimously ratified as president of the Consell per la República, a kind of parallel government created to suit the former president.
