The social agents are on the warpath against the draft law decree Catalan ‘president’ Quim Torra urgently wants to approve and that guarantees not only public financing for the chambers of commerce but also grants them a representation that corresponds to employer’s and union’s organizations. The ‘president’ stated that the forecast was 2.5 million for this year.

In a letter addressed to the head of the Catalan Executive, Foment del Treball and Pimec, together with UGT and CCOO de Catalunya demand the withdrawal of that project that “violates the existing legal order and disrupts the stability and usefulness of social agreement”. The first to raise their voices were the employers, who even commissioned a legal opinion from lawyer Manuel Silva, which they handed over to the Business regional ‘minister’, Àngels Chacón. Then the unions have joined. In few questions there is unanimity between the different social agents.

Both employer’s and union’s organizations consider that Torra’s project “threatens the very essence of institutional participation, social dialogue and social agreement in Catalonia.” The regulations essentially favor the Barcelona Chamber, the largest of the 13 existing in Catalonia, controlled by a pro-independence majority and chaired by Joan Canadell, who does not hide his sympathies for the ‘expresident’ Carles Puigdemont

In addition to questioning its content, employer’s and union’s organizations also warn that “in no case” is its processing justified as a matter of urgency. The social agents affirm that the Torra plan usurps recognized rights to employers and unions and “finds no fit nor in the uses nor in the norms of social dialogue in Europe or in the State.” Neither union’s nor employer’s organizations can understand that Catalan government wants to grant representativeness and institutional participation to some public entities supervised by the Government itself.
