Non-partisan and pluralist communication and debate platform

The head of the opposition in Catalonia intends to "supervise" the executive of Pere Aragonès by making a "constructive" opposition and demands that the dialogue table between the Catalan political parties meet. "We want Catalonia to accumulate victories, advances, gains. We want a positive Catalonia, with strength, with determination, with pact, with consensus," Illa said in a public intervention after the first meeting of his alternative government. Illa's proposal has two clear references: the British "shadow cabinet" and the "shadow government" promoted by Pasqual Maragall in 2000 as a counterpoint to the Government of Jordi Pujol. Illa has assured that his "Government" will look in three directions: Catalonia inwards, towards Spain and towards Europe. As a starting point, the Alternative Government of Illa has prepared four proposals for a pact -on the pandemic, European funds, pluralism and the renewal of senior positions appointed by the Parliament- and has presented two initiatives that it considers "urgent": the convocation of a dialogue table between Catalan parties and a clear position in favor of the expansion of the El Prat airport. Among the positions to be renewed are the Ombudsman, the seven members of the Audit Office, the six members of the Catalan Audiovisual Council (CAC) and the entire Council of Statutory Guarantees, among others.

The head of the opposition in Catalonia, Salvador Illa, has launched his alternative Government this Sunday, with which he intends to closely mark the Executive of Pere Aragonès, make a constructive opposition and set himself up as a political alternative for change.

Eleven days after the inauguration of the new Government of Catalonia, Salvador Illa has done the same with his particular “Government in the shade” this Sunday at the Palau Requesens in Barcelona, located, like the Palace of the Generalitat, in the middle Gothic quarter of Barcelona.

The Illa executive will be made up of fifteen “shadow ministers” -one more than the Government of Aragonès-, all of them PSC MPs in Catalan Parliament, and will have as spokesperson and ‘number two’ the deputy Alicia Romero, who will also be in charge of the area of Economy and Finance.

“This is what, as Alternative Government of Catalonia, we offer Catalan society from a useful opposition: a good Government, that touches its feet on the ground, focused on efficiently using the resources and capacities that we have at our disposal”, has exposed.

“We want Catalonia to accumulate victories, advances, gains. We want a positive Catalonia, with strength, with determination, with pact, with consensus,” Illa said in a public intervention after the first meeting of his alternative government.

Illa’s proposal has two clear references: the British “shadow cabinet” and the “shadow government” promoted by Pasqual Maragall in 2000 as a counterpoint to the Government of Jordi Pujol.

Illa has assured that his “Government” will look in three directions: Catalonia inwards, towards Spain and towards Europe.

“The political agenda of the Alternative Government of Catalonia will be as demanding as it is dialogue and loyal with the Government of Spain, focusing on recovering the role of impulse that Catalonia had always had until 2010,” the head of the opposition in Catalonia has warned.

As a starting point, the Alternative Government of Illa has prepared four proposals for a pact -on the pandemic, European funds, pluralism and the renewal of senior positions appointed by the Parliament- and has presented two initiatives that it considers “urgent”: the convocation of a dialogue table between Catalan parties and a clear position in favor of the expansion of the El Prat airport.

The pact on European funds proposed by the alternative Government of Illa includes the creation of a table with unions and employers to monitor the projects to be financed, another coordination table with local administrations, among which are the Metropolitan Area of Barcelona (AMB), the councils and municipal entities.

He also raises periodic follow-up meetings with the Ministry of Economy and review, update and deepen the projects presented by Catalan Government.

In terms of pluralism, the alternative Government is committed to the creation of a Catalan electoral law, blocked until now “by the beneficiary formations” of the absence of its own law, as well as the re-founding of the Catalan Audiovisual Media Corporation (CCMA), that it would go through the reestablishment of “its public service missions” and the renewal of its governing bodies, two elements that the PSC considers “inalienable.”

The proposal also contemplates the reactivation of the commercial capacity of the Audiovisual Media Corporation CCMA, improving its control mechanisms and the commitment to an audiovisual platform on demand in which all public operators of the State participate, among other measures.

Likewise, within a maximum period of three months, Illa proposes to renew all the high positions designated by the Parliament that are pending, under criteria of “meritocracy, representativeness, pluralism and gender perspective”.

Among the positions to be renewed are the Ombudsman, the seven members of the Audit Office, the six members of the Catalan Audiovisual Council (CAC) and the entire Council of Statutory Guarantees, among others.

In the first meeting with her “alternative ministers”, Illa has handed them a letter in which he urges them to contact their corresponding Ministers to convey their willingness and availability “to work to move Catalonia forward.”

Among the documentation that Illa has given to his “shadow ministers” there is also a copy of the speech of the former president of the Generalitat Josep Tarradellas during his inauguration.
