The Sindicat de Periodistas de Catalunya (SPC) demands broad consensus in the election of the new positions of the Catalan Audiovisual Media Corporation (CCMA) to avoid a new marketing and that TV3 and Catalunya Ràdio remain in the hands of the government parties again. SPC demands, once again, the application of the law approved in 2019 approved in the Parliament in order to avoid precisely this politicization.
“Several parties have stated in recent days that they are in favor of broad parliamentary consensus on country issues, among which are the public media of the CCMA. The new law of the Corporation, approved in October 2019 and still not applied by partisan politician’s calculations, was approved unanimously and in relation to the key issue of governance, leaving for later the definition of the new model in accordance with the important technological and consumer changes that affect public audiovisuals “.
But they warn that, “at this point, the CCMA continues with an exhausted and expired government Council of four members, and the control commissions continue to reproduce the scheme of an opposition that criticizes the management and content, and some government groups who defend it, in tune with the managers they placed “. For this reason, the SPC demands “the urgent renewal of the Council of the Corporation, and of the directors of the media that will be chosen by public competition, as well as other positions derived from the distribution in rack as a result of the previous government pact between the groups that formed it “.
Plurality and social support
The qualified majority of two-thirds, they add, to which has been returned in the Law “is a minimum consensus, which does not authorize to ignore broader consensuses, as proclaimed in the public rhetoric of various parties. These broader consensuses would contribute more plurality and social and political support for media that need it to be truly public. ” In their opinion, “this requires a complete departure from the criteria contrary to the Law of a distribution of seats in the Council based on the parliamentary representation, or worse still, of the most important groups. Among other things because this leads to assuming the idea that those who should have the majority representation in the Council are the government parties, which would perpetuate the concept of public media dependent on the government majority. “
The CCMA Law calls for proposing to the Council, after consulting the significant entities of the sector, people with relevant professional merits, who present a management project, and with guarantees of independence and not subject to the guidance of any party. “That is why we solemnly appeal to the Parliament to apply the Law that it approved and appoint a new Governing Council with the criteria it demands.” They reject that “some groups vote for the candidates of another, even if they do not meet the requirements, in exchange for others voting their own, in a marketing that ignores the profiles necessary for good governance, which can be reflected in cross-sectional candidacies and in the endorsement of a coherent team for the project and the management of the Corporation “.
