More than seventy days after the regional elections held on February 14, ERC and Junts still have no agreement to form a Government in the Generalitat. Yesterday the deadline was passed that, on paper, the Republicans had given to close a pact with their partners, an ultimatum that they have repeatedly rejected. From now on, although the talks for a bipartite cabinet continue, other possibilities open up, according to what some leaders have expressed during these weeks. The general secretary of Junts, Jordi Sànchez, did not rule out that his formation – when the time came – would invest Pere Aragonès but decided to stay out of the Government, in order to avoid the repetition of the elections, a scenario that no one wants.
In an editorial on February 28, we wrote that “waiting until the last minute to complete the formation of the new Catalan Executive and support for the inauguration would be playing with fire”. Today we are about to burn. Catalan society needs a new Government to deal with the country’s serious problems and draw up plans to tackle the challenges that appear on the horizon. The country wants leaders who listen to the demands of the citizens, who dialogue constructively with the whole world and who decide on the priorities that derive from the social and economic crisis that the pandemic has brought. In this sense, the intelligent management of European reconstruction funds is of paramount importance, an essential piece to tackle the immediate future.
The complicated day-to-day of Catalans requires a governance without mirage and without noise
The leaders of ERC and Junts should seriously reflect on the notable general indifference that has settled in Catalan society in relation to their negotiations. As days and weeks have passed without a government, there are not a few sectors that, in public and in private, express their scant interest in political actors who seem to be occupied solely in their internal struggles and in maintaining strenuous competition. The lack of harmony between those of Junqueras and those of Puigdemont on the independence strategy blocks these negotiations, as well as the will of the Junts to link institutional decisions with the interests of a private entity called Consell per la República, whose center of gravity is in Waterloo Ultimately, the problem is the atrocious mistrust between the same parties that have made up the Government chaired by Quim Torra, marked by a lack of momentum and cohesion. It is the same mistrust that surfaced several times during the procés. With these wickers, any government agreement seems doomed to improper instability at a time as delicate as the one we live in.
However, and despite the distance between politicians and the public, Catalonia must launch its Government once and for all. There is no room to continue postponing a landing in reality that has become the necessary condition for everything else. Yesterday, in these pages, we made a call in favor of an early pardon for the independence leaders, to channel solutions to the conflict. Without an effective Government, we will not advance towards a new political climate that welcomes dialogue and allows us to resolve a lawsuit of this magnitude. Furthermore, Catalonia needs strategic consensus based on very broad agreements and this cannot take place without a reliable, stable regional executive capable of transmitting tranquility and clarity to a society attacked by uncertainty.
We are rushing the calendar irresponsibly. Out of respect for citizens and for the general interest, the new Government cannot wait any longer. The complicated day-to-day of the Catalans requires a governance without mirage and without noise. It is time for institutions that protect, shelter and accompany. –
