Josep Lluís Carod-Rovira, former vice-president of the Generalitat from 2006 to 2010 and ex-leader of the ERC, suggests that the independence movement take control of the Mossos d’Esquadra and other “uniformed” and “armed” security forces of Catalonia to impose on them its ideology and successfully achieve the secession of Catalonia.
Carod, currently sympathetic and related to the fugitive Carles Puigdemont, regrets the “dependence on the judicial authority” and, therefore, the compliance with Spanish law by these police and security bodies in an article entitled “Control of the territory “published on the website Nació Digital.
The pro-independence politician regrets that “hundreds of members” of the Catalan police Mossos come from other bodies such as the Civil Guard, the National Police and the Army, assumes that some of them work for “the CNI” and questions the ideology of others who, according to him, “they profess an ultra-reactionary and anti-Catalan ideology” (sic), which he considers pernicious and often “provocative”. “To think therefore that the police force will be favorably involved in the process for independence, throughout the territory, is pure fantasy,” he deplores.

Carod even dares to “speculate” on “what would have been the evolution of the behavior of the body of Mossos d’Esquadra if some former members of armed independence organizations had joined to make a career, as it seems they were invited to do and as it has happened in other places “.
From there, the former vice president of the Generalitat continues his plea for the politicization of the body, celebrating “the existence of many” agents “committed to the legitimate cause of the Catalan people for their national independence” at a particular level, “apart from the general and official positioning of the body. ” Something that suggests “take into account” for “inventory purposes of what are the potentialities we have for when appropriate.” And it extends this observation to other “uniformed” bodies such as firefighters or “armed” such as local police or rural agents.
Carod ends his writing by posing two possible scenarios to ensure that “control of the territory” that he considers necessary for independence: one, after reaching an agreement with the Spanish State; and another without it, clearly proposing that, at that time, the Govern “used all the means at its disposal to enforce” the new State after a “self-determination” referendum.

This Monday, in Poblet, the Mossos, the police force of the Generalitat of Catalonia, acted as auxiliaries to the royal guard, under the direct orders of the Zarzuela, as always happens with all police forces when the king of Spain moves through the territory of the state. On other occasions, its direct dependence is on the judicial authority and, finally, it acts in all other cases at the orders of the Minister of the Interior, although, during the suspension of political autonomy and the intervention of the Generalitat with 155, it was the interior minister who had supreme command.
Currently, there are hundreds of members of the Mossos corps who come from the Civil Guard, the National Police and the Spanish army, to the point that, of the eight mayors of the corps, two are civil guards, two national police and the remaining four come from different local police. There is none, then, that is by internal promotion always within the body.
Among the young men, there are also those who work directly for the CNI, some of whom are linked to Spanish-style political organizations and others who profess an ultra-reactionary and anti-Catalan ideology that they flaunt symbolically, often provocatively, with words and deeds . To think, therefore, that as such, the police force of the Generalitat will be favorably involved in the process for independence, in the entire territory, is pure fantasy, considering the multiple organic dependencies and the profile of some of the commanders and part of the agents.
On the other hand, we can also guess what the evolution of the behavior of the Mossos body would have been if some former members of armed independence organizations had joined to make a professional career, as it seems that they were invited to do so and as it has happened in other places.
That said, the existence of many squad boys, from the first promotion up to now, cannot be overlooked, personally committed to the legitimate cause of the Catalan people for their national independence. It is, however, a particular option, regardless of the general and official positioning of the body. It is necessary to take into account, in this case for inventory purposes, what are the potentialities that we have for when appropriate. The Mossos, however, are not the only hierarchized and uniformed body available to the Generalitat, given that there are two more, firefighters and rural agents, the latter, in number of 500, also armed, many members of which have been distinguished for its militant commitment in defense of the right of the Catalan people to choose their future in freedom, often facing Spanish repressive bodies acting as a human barrier with citizens to avoid police charges.
The professional firefighters of the Generalitat are, at the moment, about 2,100, to which should be added the 800 volunteer firefighters, whose number has been drastically reduced due to the lack of resources, to which must be added the firefighters of the city council of Barcelona, the firefighters of the General Council of Aran, as well as the company firefighters available to many of the large industries established in the country. They are, in all cases, competent professionals in their specialty, accustomed to complex and difficult situations, to work in groups and do it in an orderly and hierarchical manner.
In addition to the 17 thousand squad boys, Catalonia also has a total of 11 thousand members of the local police, professionals all trained in the Institute of Public Safety of Catalonia, hierarchical, uniformed and armed, to which we must add the Local police auxiliaries, present in some smaller municipalities. And there are still 1,562 civil protection volunteers, assigned to 138 municipalities, with a mobile park, uniform and basic communication equipment.
The first of the scenarios for a hypothetical declaration of independence would be one in which this option is the final result of an agreement between the two parties to the conflict, Spain on the one hand and Catalonia on the other, after a period of negotiation in which the terms and conditions of the separation have been agreed, with the international approval and after a resolution of the political conflict at the ballot box. In this case, the position of the different security bodies, both Spanish and Catalan, should be favorable to the new situation and their dissuasive and coercive power would be used to guarantee compliance with the democratic agreement, thereby ensuring control of the territory. , bearing in mind that it cannot be ruled out that sabotage, terrorism, public incidents caused and information intoxication occurred to cause a social alarm that hindered the consolidation of the new situation.
The other scenario would be one in which, in the final phase of the independence process, the Spanish government refused to admit the result of the verdict of the Catalan people at the polls, favorable to the separation from Spain, in a context of unquestionable parliamentary majority, unequivocal social hegemony and contrasted international complicity, due to the number and political significance of favorable states. In this second case, being already at the final moment of the political resolution of the conflict, having exercised the right of self-determination with a favorable result, the government of Catalonia would need to use all the means at its disposal to enforce the democratic solution exercised and ensure compliance throughout the territory of the new state.
And for this it would be necessary to count on all the actors mentioned above, to which should be added certain union branches with a more combative tradition, militants of political parties, members of social organizations, federated athletes or experts in certain specialties (security, communication, computer engineering), as well as active members of sociocultural entities accustomed to the notions of strength, balance, courage and sanity.
It is regrettable that, in general, the Catalan independence movement has paid so little attention and has given almost zero importance to issues of citizen security, national defense and intelligence services, accommodated in an idyllic vision of how the separation of a state and building of a new one. Being right and having a noble democratic and just cause is insufficient for victory, if we do not also equip ourselves with instruments to guarantee its success. I want to think that, apart from preparing electoral campaigns and delving into legal flourishes, right now there will also be those who are rigorously concerned with how to proceed, when necessary, on D-day at H-hour, the effective control of the territory. And, above all, how to make it last.
